Absolutely not. You choose the records that you require for your District. You may take all of the District or target certain groups. The individual fields of data can be used based on your analysis strategy. In other words, you can pick and choose from the available information and make use of it (as you need to) in order to analyze your district and create your strategic plan.
The statewide voter files are run against a database of government agency-reported individuals who are believed to be deceased. Hence the RIP or requiescat in pace , Latin for "may they rest in peace".
Those which match on at least FIRSTNAME, LASTNAME and BIRTHDATE are excluded from the output. On average, only 3/10th of a percent of the voter files will be excluded.
If you exclude "movers," any voters marked as having submitted a "Change of Address" with the United States Postal Service will be left out of the final selection.
Although the voter may still be registered at a given address, once it’s indicated that they have moved from this address, the likelihood of his or her participation in an election is lowered.
This is another effort to save money for our users. By omitting these records, you will not only be charged less for your selection, but you can avoid trying to contact them by phone or mail and save those costs as well.
Only those who are very experienced with record selection will be able to write up the record selection process without assistance. In most cases, it would be best to work closely with an AmeriCan GOTV voter file representative in order to most closely match your needs. This will both save you time and money.
What are the state restrictions pertaining to the use of voter data, and why are some states not directly available?
Virginia, California, and Kentucky require written permission before providing voter data to clients. Delivery methods are restricted in Arizona , South Dakota, and Pennsylvania and may require additional expense based on the number of records involved. We can assist you with these requirements.
The information gained from AmeriCan GOTV Voter Lists is not to be considered a consumer report (as that term is defined in the Fair Credit Reporting Act 15 U.S.C. sec 1681) and may not be used to determine a consumer’s eligibility for credit or insurance for personal, family or household purposes, employment or a government license or benefit.

Restrictions include but not limited to Article 2 Section 24 of the Commonwealth of Virginia Election Code: Voter lists shall only be made available for political purposes, and only to candidates and elected officials for their districts, and party committees and officers. The list may also be made available to courts for jury selection purposes. The Virginia Supreme Court has ruled that the list may also be provided to PACs for political purposes.

POLITICAL King County , Washington State: STATEMENT OF OBLIGATION: I understand that the information that I am obtaining shall be used in accordance with state law RCW 29.04 et al and King County Ordinance 1346 which provide that such lists shall be used for political purposes and shall not be used for commercial purposes. Political purposes include any and all activities on the part of political parties, candidates and their campaign organizations, political action committees, and measure pro and con committees and individuals partaking in political activism. It may also include activities of private citizens related to political campaigns. Commercial uses include sales and sales lead development lists, credit and collection bureaus, and all information vendors other than political list vendors. This form shall be kept on file by my organization and for each and every organization or individual who obtains any such information from me or my firm. Political vendors with written agreements are, in essence, an extension of this office, and must meet all of the same requirements in the release of lists as this office must meet. This agreement has been signed by an officer of the corporation or organization. Per the provisions of the Revised Code of Washington, any person who violates any provision of the law relating to the use of the personal information contained on voter lists, including electronic media (CD, floppy disk, etc.) paper printout lists, mailing labels, or any other media, shall be guilty of a felony and shall be punished by imprisonment for not more than five years and/or a fine of up to five thousand dollars.
Why might there be a handful of addresses outside the state of my selection? (Even if movers have been excluded.)
Our source data (from Secretaries of State and/or county Boards of Election) could have a mailing address different than the registration address.
If this is provided by the source and not during any address update enhancement process, the voter will not be designated as a "mover" on the voter file.
Collection date reflects the date when the voter file was received from the source - often collected by county or state elections divisions, sometimes by townships.
Every address is passed through a United States Postal Service (USPS) Change Of Address (COA) database every 90 days, standardizing all addresses and updating the address of those individuals who have moved and filed a COA with the USPS.
